Reevaluation process for Disadvantaged Business Enterprise (DBE) and Airport Concession Disadvantaged Business Enterprise (ACDBE) certifications

Dear Industry Partners, Prime Contractors, Trade Associations, Advocacy Organizations, and Stakeholders:

On March 2, 2026, Caltrans, in collaboration with our California Unified Certification Program (CUCP) partners, initiated the statewide reevaluation process for Disadvantaged Business Enterprise (DBE) and Airport Concession Disadvantaged Business Enterprise (ACDBE) certifications. As part of this effort, notices were sent to all certified firms outlining the steps required to submit the necessary supporting information for reevaluation.

Firms have 45 calendar days (until April 16, 2026) to submit their:

Personal Narrative
Personal Net Worth (PNW) Statement
Required supporting documentation

This process is essential to ensure that firms meet the updated eligibility criteria for ongoing participation in the DBE and ACDBE programs.

Why This Matters to Industry

The DBE Program is foundational to delivering transportation projects that reflect fairness, opportunity, and strong competition. This reevaluation ensures compliance with updated federal requirements and to maintain the integrity, transparency, and credibility of the program. This reevaluation process:

Supports uninterrupted eligibility when certification activities restart
Allows Caltrans and industry to resume goal setting, counting, and reporting processes upon federal approval, and
Supports stability in the construction and professional services marketplace

Through your leadership and outreach, firms can be better equipped to stay engaged and address reevaluation requirements.

The Disadvantaged Business Enterprise (DBE) Goals FFY 2026-2028 - Virtual Stakeholder Meeting

The San Francisco International Airport (SFO) is in the process of setting Disadvantaged Business Enterprise (DBE) goals for its construction program for federal fiscal years 2026, 2027, and 2028. The goal period will commence on October 1, 2026, and end on September 30, 2028.

DBE goals will be set for the construction program anticipated for the three-year period. Interested parties are invited to attend a stakeholder meeting to review the proposal goal and methodology, and to provide any information that may assist in the development of the final DBE goal for SFO.

BART has retained BBC Research & Consulting (BBC) to conduct a disparity study to assess outcomes for POC- and woman-owned businesses in BART's FTA-funded contracting and procurement. 2025 Caltrans Federal Transit Authority (FTA) Disparity Study

BBC Research & Consulting (BBC) conducted a disparity study for the California Department of Transportation (Caltrans) to assess outcomes for person of color- and woman-owned businesses in Caltrans' Federal Transit Authority (FTA)-funded contracting and procurement. The study will help inform Caltrans' efforts to encourage the participation of those businesses in Caltrans' FTA-funded work as well as provide necessary information to assist Caltrans in setting its Federal Fiscal Year 2026-2028 Triennial Disadvantaged Business Enterprise (DBE) Goal.

BBC, with Caltrans' support, will be holding two (2) public comment sessions to provide information about the study's results, information about Caltrans' proposed Triennial DBE Goal, answer questions about the study and the goal, and collect comments regarding the proposed goal.

The results of the study will inform efforts to improve the City’s 14B: Local Business Enterprise program and encourage more small and local businesses to partner with the City in delivering goods and services.

The City invites you to add your voice to the study. With the support of BBC Research & Consulting, a leading contracting equity research firm, the City will host (2) community engagement sessions to provide information about the study, answer questions, and collect insights about business conditions in the San Francisco marketplace. Caltrans Sets new 21.35% DBE Goal

Caltrans announces its new Federal Highway Administration (FHWA) Disadvantaged Business Enterprise (DBE) overall participation goal of 21.35% for Federal Fiscal Years 2025-2027. This is slightly lower than the 2022-2024 goal of 22.23%.

The U.S. Department of Transportation’s DBE Program, outlined in 49 Code of Federal Regulation Part 26.45, aims to “level the playing field” and allow women- and minority-owned businesses a fair opportunity to compete for federally funded contracts – free of discrimination. The California High-Speed Rail Authority (Authority) has issued a Request for Qualifications (RFQ) to procure an architectural and engineering contract for design services for Central Valley Stations, including Bakersfield, Kings/Tulare, Fresno, and Merced.

The contract’s scope of work will be awarded, segmented and delivered in two Notices to Proceed (NTP). NTP 1 will include design of the stations to Configuration Footprint level. If the NTP 2 option is issued, at the Authority’s sole discretion, it will include development of the design to 100% construction and ready to bid documents as well as bidding, construction administration and commissioning support services. The Authority will evaluate each offeror’s Statement of Qualifications (SOQ) for qualifications to perform the entire scope of work, which includes the NTP 2 option.

Please join representatives from the Authority at this virtual pre-bid conference to learn more about the requirements of the procurement and the importance of small business participation.

Additionally, the Authority’s Small Business team will be hosting an informational workshop following the pre-bid (see schedule below). The purpose of the workshop is to provide a detailed overview of the Small Business Program, small business compliance, and information on the certifications that count toward the Authority’s small business goals. The event will also include a certification workshop with the Department of General Services (DGS) and the Department of Transportation (DOT) followed by a Q & A session.

Attendance at this virtual pre-bid conference or small business workshop is not a prerequisite to submitting a Statement of Qualifications.

CALTRANS 2021 Disparity Study and Public Comment Forums

Caltrans is pleased to announce the release of its 2021 Disparity Study report and proposed overall Disadvantaged Business Enterprise (DBE) goal and methodology for federal fiscal years 2022-2024. Documentation is now available for review on the Office of Civil Rights (OCR) website; please click HERE to access the website.

Caltrans 2021 Disparity Study analyzed potential DBE availability and utilization in its Federal Highway Administration (FHWA) funded contracts. Based on the study results, Caltrans proposed overall DBE goal for for federal fiscal years 2022-2024 will be 22.2 percent (22.2%).

Caltrans will host a series of virtual public comment meetings from August 20 to September 1, 2021 to provide a forum for interested parties to provide feedback regarding the proposed overall DBE goal and methodology. Caltrans will incorporate comments into its overall DBE goal and methodology submission; they may also be used to improve the effectiveness of the Caltrans DBE program.

Caltrans District 8 is going to build a new Maintenance Facility, in Fontana, California. The purpose of this outreach is to inform potential contractors and designers that a Design-Build procurement method will be used and the Design-Build contract will be awarded for designing and constructing this facility. The estimated Design-Build contract is about $18 Million.

The Design Build process involves shortlisting the Design Build firms through the Request for Qualifications (RFQ) process. The RFQ has been released on January 31, 2020. Qualified Design Build firms will be shortlisted and the Request for Proposals will be released to these firms in April 2020.

Project Description
The proposed Fontana Maintenance Station Project will be developed on a vacant 15.0-acre (approximately) lot. The northern portion (about 6.0 acres) is currently used as a renewable energy (solar panel) farm. The new maintenance facility will use approximately 6.6 acres of the southern portion of the lot. The new facility will be built to the Essential Service Act (ESA) and will include a Main Building Footprint less than 10,000 square feet. In addition, the project will include a separate Shop and Storage Facility of approximately 7,800 square feet, and a Vehicle Fueling Facility and Canopy. The remaining facility will include a Backup Generator, Covered Trash Enclosure, designated area for a Future Wash Rack, designated area for two Moveable Bridges, other miscellaneous site improvements and site parking. The remaining site area will consist of landscaping, site lighting and security, fencing, and storm water management improvements.

The California High-Speed Rail Authority (Authority) is seeking a design-build-maintain contractor to submit qualifications to bid on RFQ No. HSR 19-13. The scope of work will include design and construction of trackwork, railway systems, electrification, as well as testing and commissioning.

The Track and Systems contract, as proposed, will also include a 30-year term of maintenance for both the underlying civil works and track and systems work, which would include construction of necessary maintenance facilities. The Track and Systems Contractor would perform interface and integration duties with respect to the Authority’s other Contractors. As proposed, the Track and System work would be issued through multiple Notices to Proceed (NTP), ranging from San Francisco to the Central Valley.

The Authority started the process of finding a contractor for this construction phase by formally issuing a Request for Qualifications (RFQ) for design-build-maintain services on Wednesday, July 17, 2019. Firms will have until Thursday, September 5, 2019, 12:00 p.m. Pacific Time to submit their statements of qualifications.

SFO DBE Stakeholder Meeting: FFY 2020-22 DBE Goals

The San Francisco International Airport (SFO) has determined its overall Disadvantaged Business Enterprise (DBE) participation goal for the upcoming goal period. The proposed overall DBE goal is 7.5%.

The overall goal period covers Federal Fiscal Years 2020 through 2022, a three-year period beginning October 1, 2019 and ending September 30, 2022. FAA funding for AIP projects is anticipated to be approximately $86.1 million over the three-year period. The Overall DBE Goal for this period was calculated in compliance with the methodologies described in CFR 49 Part 26 and subsequent guidance.

The methodology for determining the DBE goal is described in the FFY 2020-2022 Proposed Disadvantaged Business Enterprise Goals.

Dear Transportation Industry Stakeholder:

The California Department of Transportation (Caltrans) is pleased to announce the release of its revised 2016 Federal Highway Administration (FHWA) Disparity Study report and proposed overall FHWA Disadvantaged Business Enterprise (DBE) goal and methodology for federal fiscal years 2019-2021. Documents are now available for review on the Office of Business and Economic Opportunity’s (OBEO) web site at http://www.dot.ca.gov/obeo/ 2016disparitystudy.html.

The OBEO will host a series of public comment meetings throughout the state to provide a forum for interested parties to ask questions and provide feedback regarding Caltrans’ proposed overall DBE goal and methodology. Mayor Lee has been a great long-time supporter and friend of AAAE and a longtime advocate for equal opportunities for minority and women owned firms. He has also inspired many Asian Americans for civil service and elected offices.

Mayor Lee just spoke at our annual gala dinner last month about his vision and approaches to address affordable housing and needs for transportation infrastructure in the City and the region.

The California Department of Transportation (Caltrans) is required to submit its overall annual Disadvantaged Business Enterprise (DBE) goal and methodology to the Federal Highway Administration (FHWA) and is seeking public comment on its proposed 2016-2018 overall DBE goal and methodology.

It uses a single ground loop with a single heat pump that provides heating and cooling through individually-plumbed, radiant floors. Hot water pre-heat is handled both by the GHPs and solar thermal collection. There is no natural gas onsite, and shallow helical coils for the ground loop represent a highly affordable, evolutionary technology. All electrical needs came from the solar PV system, and the project generated surplus Kilowatt-hours to the utility in its first operating year.

Pacific Gas & Electric has been leading the nation’s electric utilities in the deployment of renewable electricity generation. That achievement (which conforms with California’s RPS goals) was earned not just by saying “yes,” ideologically. The residential NEM (Net Energy Metering) Program that residential customers have come to love produces real challenges during parts of the day and parts of the year. The grid we are all using more as a battery must be maintained and made more flexible to accept all we want to pour into it. High Rise Residential Development including Retail and Structured Parking

Development Team is seeking firms interested in providing professional services, including engineering and related services, for the design and construction of Transbay Block 8, which is comprised of approximately 653 residential units and 31,500 square feet of neighborhood retail over a 5-level subterranean parking structure.

The design features a 56-story tower, 65’ and 85’ podium structures, townhomes and a publicly accessible mid-block pedestrian pathway. The Transbay Block 8 residential program includes 162 for-sale condominiums, 314 market rate rental units and 177 below market rate rental units.

The Developer (Millennium Partners) is seeking firms interested in providing professional services, including engineering and related services, for the design and construction of 706 Mission Street which is slated to include approximately 169 luxury condominium residential units, approximately 48,000 net square feet of core and shell space for The Mexican Museum, ground level retail/restaurant space, and the conversion of an existing on-site parking facility to private and public parking for cars, bicycles, and car share spaces. Other project and design amenities include LEED Silver rating (minimum), a structural system designed with a performance based design approach, and streetscape improvements conforming to the Streetscape and Open Space Plan.

The 2012 San Jose Turner School of Construction Management training program begins July 10th. We are honored that the City of San Jose, NorCal MBC, businessownerspace.com and NCMSDC are the official sponsors for this program.

Classes will be held on Tuesday and Thursday evenings from 6:00 to 8:30 PM with a graduation scheduled for August 23rd (see attached brochure and application form for more information). If you are interested in attending this training program, submit your application before the June 22nd deadline. All applicants will be notified of their acceptance via email by the end of June.

Individuals enrolled in the program gain insights and meaningful tools that help them target their business for quality and growth while, at the same time, develop new strategic business relationships. In addition to the opportunity to take a course at NO COST, each participant will receive the following benefits:

Instruction by industry experts – Turner key staff and/or industry experts instruct all of the classes.
A “Certification of Achievement” signed by program sponsors for successfully completing the program (presented at a graduation ceremony and only after attending a minimum of nine classes).

Important announcement from AAAE President, Kendall Young, Regarding California High Speed Rail

Dear AAAE Member

Two years ago, The California High Speed Rail Authority awarded 10 contracts to large A/E firms for the design of the High Speed Rail Project: 800 miles of track, 26 stations, 150 miles of bridges, viaducts and elevated structures. The fees for these contracts were in excess of $800 million. Less than 5% of this work went to small, minority, or women owned businesses.

We have an opportunity to advocate for small businesses to participate in California’s largest transportation project by responding to the Agency’s Request For Expressions of Interest (RFEI) issued in February.

The RFEI is comprehensive in its scope, and completion of the response is a daunting task for small businesses. Therefore, the AAAE Board has taken the liberty of drafting a cover letter and a response to the pertinent items of the response items to make it easier for our members.

We hope you will take the time to respond to the High Speed Rail Authority’s RFEI and let your voice be heard.

Assemblywoman Ma leads California High Speed Rail forum at April Program

AAAE President Kendall Young welcomed over 100 attendees at the organization’s April 2010 event. He cited that one of the AAAE goals is to be an advocate for increasing A/E business opportunities for the small businesses, including minority and woman-owned, in the Bay Area. The Program Chair, Winifred Au, introduced Assemblywoman Fiona Ma and representatives of the prime consulting firms providing Program Management and Regional Design for the California High Speed Rail Project (HSR). Among the speakers were Assemblywoman Ma, Speaker pro Tempore, the California HSR Authority’s (CAHSRA) Deputy Director Dan Leavitt, Jim Bourgart and Dominic Spaethling of PB (Program Management), Brent Ogden of AECOM (Regional Design), Robert Sergeant of Parsons (Regional Design), and Peter Gertler of HNTB (Regional Design).

The speakers described the project as 800 miles long with 26 stations and 150 miles of bridges, viaducts and elevated structures. The project is divided into 2 phases, the first being San Francisco to Los Angeles with a later Phase 2 for the Sacramento to Merced, Los Angeles to San Diego and the proposed Altamont Corridor.

Leavitt stated that Phase 1 has an overall construction cost of $42.6 billion to be financed from state, federal, local and private (P3) investment funds, with federal funds being the largest contributor. The recent $2.25 billion federal stimulus grant sets September 2012 as the deadline to obligate the funds and begin construction.

Leavitt also stated that the CHSRA recognizes California’s diverse mixture of cultures and interests and notes that the proposers need to be sensitive towards reaching and including these populations when developing their teams. The CHSRA will follow state and federal contracting SBE/DVBE and DBE guidelines for design and construction contracts.

Leavitt indicated that a design-build concept will be used by the CAHSRA to deliver the projects, and that only the Program Management team will be precluded from competing for the design-build contracts.

Each of the regional design teams will be seeking local teaming partners to subcontract A/E design.

Robert Sergeant of Parsons Transportation Group discussed the benefits of the prime teaming with small businesses, e.g. local experience, local relationships and specialized expertise, especially during the permitting process.

In closing, President Young thanked Assemblywoman Ma for arranging the forum and all of the participating panelists. He shared his thoughts that the most successful example in our history of fair and equitable distribution of public contracts occurred at the expansion of the San Francisco International Airport. The selection of A/E primes for the over $1.5 billion expansion program was open and transparent. Subcontracting requirements were extensive and allowed many of our members to participate. He expressed his hope that a similar process can occur with the High Speed Rail project.
