Caltrans announces its new Federal Highway Administration (FHWA) Disadvantaged Business Enterprise (DBE) overall participation goal of 21.35% for Federal Fiscal Years 2025-2027. This is slightly lower than the 2022-2024 goal of 22.23%.
The U.S. Department of Transportation’s DBE Program, outlined in 49 Code of Federal Regulation Part 26.45, aims to “level the playing field” and allow women- and minority-owned businesses a fair opportunity to compete for federally funded contracts – free of discrimination. Virtual Pre-Bid Conference for a Request for Qualifications for Design Services for Central Valley Stations and Small Business Workshop

The California High-Speed Rail Authority (Authority) has issued a Request for Qualifications (RFQ) to procure an architectural and engineering contract for design services for Central Valley Stations, including Bakersfield, Kings/Tulare, Fresno, and Merced. The contract’s scope of work will be awarded, segmented and delivered in two Notices to Proceed (NTP). NTP 1 will include design of the stations to Configuration Footprint level. If the NTP 2 option is issued, at the Authority’s sole discretion, it will include development of the design to 100% construction and ready to bid documents as well as bidding, construction administration and commissioning support services. The Authority will evaluate each offeror’s Statement of Qualifications (SOQ) for qualifications to perform the entire scope of work, which includes the NTP 2 option. Please join representatives from the Authority at this virtual pre-bid conference to learn more about the requirements of the procurement and the importance of small business participation. Additionally, the Authority’s Small Business team will be hosting an informational workshop following the pre-bid (see schedule below). The purpose of the workshop is to provide a detailed overview of the Small Business Program, small business compliance, and information on the certifications that count toward the Authority’s small business goals. The event will also include a certification workshop with the Department of General Services (DGS) and the Department of Transportation (DOT) followed by a Q & A session. Caltrans is pleased to announce the release of its 2021 Disparity Study report and proposed overall Disadvantaged Business Enterprise (DBE) goal and methodology for federal fiscal years 2022-2024. Documentation is now available for review on the Office of Civil Rights (OCR) website; please click HERE to access the website.
Caltrans 2021 Disparity Study analyzed potential DBE availability and utilization in its Federal Highway Administration (FHWA) funded contracts. Based on the study results, Caltrans proposed overall DBE goal for for federal fiscal years 2022-2024 will be 22.2 percent (22.2%).
Caltrans will host a series of virtual public comment meetings from August 20 to September 1, 2021 to provide a forum for interested parties to provide feedback regarding the proposed overall DBE goal and methodology. Caltrans will incorporate comments into its overall DBE goal and methodology submission; they may also be used to improve the effectiveness of the Caltrans DBE program.

Caltrans District 8 is going to build a new Maintenance Facility, in Fontana, California. The purpose of this outreach is to inform potential contractors and designers that a Design-Build procurement method will be used and the Design-Build contract will be awarded for designing and constructing this facility. The estimated Design-Build contract is about $18 Million. The Design Build process involves shortlisting the Design Build firms through the Request for Qualifications (RFQ) process. The RFQ has been released on January 31, 2020. Qualified Design Build firms will be shortlisted and the Request for Proposals will be released to these firms in April 2020.

Project Description The proposed Fontana Maintenance Station Project will be developed on a vacant 15.0-acre (approximately) lot. The northern portion (about 6.0 acres) is currently used as a renewable energy (solar panel) farm. The new maintenance facility will use approximately 6.6 acres of the southern portion of the lot. The new facility will be built to the Essential Service Act (ESA) and will include a Main Building Footprint less than 10,000 square feet. In addition, the project will include a separate Shop and Storage Facility of approximately 7,800 square feet, and a Vehicle Fueling Facility and Canopy. The remaining facility will include a Backup Generator, Covered Trash Enclosure, designated area for a Future Wash Rack, designated area for two Moveable Bridges, other miscellaneous site improvements and site parking. The remaining site area will consist of landscaping, site lighting and security, fencing, and storm water management improvements.

The California High-Speed Rail Authority (Authority) is seeking a design-build-maintain contractor to submit qualifications to bid on RFQ No. HSR 19-13. The scope of work will include design and construction of trackwork, railway systems, electrification, as well as testing and commissioning. The Track and Systems contract, as proposed, will also include a 30-year term of maintenance for both the underlying civil works and track and systems work, which would include construction of necessary maintenance facilities. The Track and Systems Contractor would perform interface and integration duties with respect to the Authority’s other Contractors. As proposed, the Track and System work would be issued through multiple Notices to Proceed (NTP), ranging from San Francisco to the Central Valley. The Authority started the process of finding a contractor for this construction phase by formally issuing a Request for Qualifications (RFQ) for design-build-maintain services on Wednesday, July 17, 2019. Firms will have until Thursday, September 5, 2019, 12:00 p.m. Pacific Time to submit their statements of qualifications. The San Francisco International Airport (SFO) has determined its overall Disadvantaged Business Enterprise (DBE) participation goal for the upcoming goal period. The proposed overall DBE goal is 7.5%.
The overall goal period covers Federal Fiscal Years 2020 through 2022, a three-year period beginning October 1, 2019 and ending September 30, 2022. FAA funding for AIP projects is anticipated to be approximately $86.1 million over the three-year period. The Overall DBE Goal for this period was calculated in compliance with the methodologies described in CFR 49 Part 26 and subsequent guidance.
The methodology for determining the DBE goal is described in the FFY 2020-2022 Proposed Disadvantaged Business Enterprise Goals.
